Grants participants an extension until a date, through the assignment's extension form (several at once as its bulk action does). Moodle refuses a date before the assignment's due date, and a person without its "grant extension" capability only on saving (the form opens for anyone, confirmed empirically on the sandbox, 5.2): both throw.
